According to Ritter the elected government* in Gaza, Hamas, had a simple plan on 7 October 2023:
1) a free Palestinian state;
2) freedom of practice of Muslim religion in the Al-Aqsa Mosque; and,
3) return of the 10,000 Palestinian prisoners, 100s of whom are children.
