Peaceful Assembly without Notice

The conditions of entry, as quoted, are a mis-reading of the Qld Peaceful Assembly Act.

For example, you do not need ‘prior authorisation‘ for a ‘peaceful assembly or procession‘ – as stated in the notice.

This is because Section 5 (1) of the Qld Peaceful Assembly Act 1992 says:

A person has the right to assemble peacefully with others in a public place

AND

“Nothing in this section limits the power of a local authority to regulate pedestrian malls, but the power is subject to the right mentioned in subsection (1).”
