Cuba 🇨🇺 is supplying security and health services to Venezuela in exchange for oil. Cuban special forces are in Venezuela to provide advice on how to protect the oil.
The war between Venezuela/Cuba and the US is political. The Americans are trying to break international solidarity between Venezuela and Cuba (and others).
Control of Venezuela’s oil is only one factor in the US strategy. Trade and shipping industry reporting also suggests “shadow tankers” may be pressed into service to carry Russian oil products to Cuba, again in defiance of or testing the US sanctions regime.
A Russian tanker is projected to arrive in early March if it continues its westward voyage toward Cuba’s ports. [See

Chevron is the only U.S. oil major company still operating in Venezuela through existing joint ventures, but its statements are focused more on compliance, safety, and legal frameworks, and do not commit to sweeping new investments in countrywide oil operations.
