    On 26 May 2025, a new Israel-backed aid distribution system was launched in Gaza, secured by US private security companies. More than 100 Palestinians were killed as they tried to reach aid distribution points located near military positions on the Rafah border in inhumane conditions. These tragic losses raise important questions about the safety of the new aid system and the role of US security companies operating under the direct supervision of the Israeli occupation forces.

    This policy brief shows that the privatisation of aid and security in Gaza violates basic humanitarian principles, turning aid into a tool for political control, ethnic cleansing, and the perpetuation of colonialism. It threatens the lives of Palestinians by tying access to aid to coercive conditions, facilitating forced displacement, and providing legal and moral cover for occupation violations. This privatisation also contributes to marginalising and undermining the role of local and international institutions, particularly UNRWA, which has played a pivotal role in supporting Palestinian refugees in Gaza for decades.
